Thorben Consulting is seeking a Financial Analyst to support federal financial reporting, system analysis, and documentation efforts. This role requires strong analytical capabilities combined with the ability to develop high-quality documentation supporting federal compliance, reporting, and system operations.

The ideal candidate will have experience working with OMB Circular A-11 requirements, federal financial systems, and producing structured documentation that supports financial, technical, and compliance needs required for system cybersecurity and compliance documentation.

Key Responsibilities

  • Analyze financial data, budgets, and system outputs to support federal reporting and decision-making
  • Support budget formulation, execution, and reconciliation activities
  • Develop and validate financial reports and datasets
  • Collaborate with stakeholders to ensure data accuracy and alignment with federal requirements
  • Develop and maintain comprehensive documentation supporting financial systems and reporting processes
  • Produce and support OMB Circular A-11 artifacts for Major IT Investments
  • Develop system functionality, data flows, and business processes documents for Financial Budget execution and Budget Formulation system
  • Create and maintain functional and technical documentation
  • Create and maintain Standard Operating Procedures (SOPs)
  • Create and maintain user guides and reporting documentation
  • Create and maintain security and compliance-related documentation
  • Ensure all documentation aligns with federal standards, formatting expectations, and Section 508 requirements
  • Translate complex financial and system processes into clear, structured documentation
  • Support System Compliance document maintenance for Audit, ATO, PIAs, POA&Ms, SAPs, SARs, and SSPs

Qualifications

Required

  • Candidate must be a US Citizen
  • Public Trust security clearance or ability to obtain one
  • Bachelor's degree in Finance, Accounting, Business, Information Technology, or related field
  • Bachelor's degree (required)
  • Strong experience working with federal financial systems or reporting environments
  • Minimum 5 years of experience supporting federal financial analysis, reporting, or related activities
  • Demonstrated experience developing OMB Circular A-11 artifacts and familiarity with requirements for Major IT Investments
  • Strong experience producing structured documentation supporting Financial Reporting and Formulation IT systems, including functional, testing, and compliance documentation
  • Expert-level proficiency in written communication, including grammar, formatting, and professional documentation standards
  • U.S. Citizenship required
  • Ability to obtain and maintain US Public Trust Clearance

Preferred

  • Experience with Federal Financial systems on SAP or similar federal platforms
  • Familiarity with data/reporting tools (Excel, Jira/Confluence/Teams, etc.)
  • Experience supporting audit, compliance, or reporting validation efforts
  • Ability to work in Agile or cross-functional environments
