Thorben Consulting, LLC is seeking an experienced SQL Developer and Federal Financial Analyst with professional expertise supporting federal financial management and reporting systems on Oracle. The selected candidate will analyze, design, enhance, and maintain automated financial systems to ensure effective operations and regulatory compliance while partnering with stakeholders to gather requirements and improve business processes.

This role provides technical support across the full system development lifecycle—including planning, development, testing, implementation, training, and maintenance. You will apply financial management principles such as audit standards, internal controls, segregation of duties, and compliance requirements within system design and operations. The ideal candidate will evaluate financial data using Oracle SQL and other analytical tools to identify discrepancies, trends, and root causes, while developing policies and system documentation, assessing process compliance, and monitoring vendor performance.

Key Responsibilities

  • Analyze, design, enhance, and maintain automated financial systems to ensure effective operations and regulatory compliance
  • Provide technical support across the full system development lifecycle including planning, development, testing, implementation, training, and maintenance
  • Apply financial management principles such as audit standards, internal controls, segregation of duties, and compliance requirements within system design and operations
  • Evaluate financial data using Oracle SQL and other analytical tools to identify discrepancies, trends, and root causes
  • Develop policies and system documentation, assess process compliance, and monitor vendor performance
  • Serve as a liaison between technical teams and end users to ensure effective communication and system performance
  • Conduct detailed financial data analysis to identify trends, variances, and areas of risk or opportunity
  • Support the preparation, review, and analysis of monthly, quarterly, and annual financial statements
  • Assist in the development and implementation of financial reporting tools, dashboards, and processes
  • Recommend and implement process improvements to enhance the efficiency, accuracy, and integrity of financial reporting and analysis

Qualifications

Required

  • Candidate must be a US Citizen
  • Secret security clearance or ability to obtain one
  • 5-10+ years of experience supporting federal financial systems, including complex reporting, reconciliation, and operational accounting support
  • 5-10+ years of experience supporting financial teams with Oracle SQL DBA requirements
  • Strong expertise in Oracle SQL and PL/SQL, including advanced database querying and performance optimization
  • Expert-level Oracle SQL Developer skills with strong understanding of enterprise database structures and financial system integrations
  • Ability to use ODBC to connect to enterprise Oracle databases
  • Demonstrated ability to reconcile subsidiary/detail-level data to USSGL/General Ledger (GL)
  • Deep understanding of federal accounting and reporting requirements
  • Strong knowledge of federal accounting and reporting practices
  • Experience preparing and maintaining RMF documentation and supporting system accreditation activities
  • Development and maintenance of security compliance documentation, including STIGs, data dictionaries, and operational procedures
  • Experience with Federal NIST and Application Security Requirements
  • Demonstrated experience documenting complex business processes and system workflows
  • Proven experience supporting accounting and financial management systems
  • Strong documentation and presentation skills using Microsoft Word, Excel, PowerPoint, and Visio
  • Knowledge of Agile and Scrum methodologies
  • US Citizenship and ability to obtain a Federal Clearance

Preferred

  • Bachelor's degree in Accounting, Business Administration, Information Systems, or related field
  • Oracle Certified Professional (OCP) and/or PL/SQL Developer Certified Associate
  • Experience working with payroll and financial data related to SAP environments
